We open by acknowledging the macro challenges in preventing targeted attacks – detecting low probability catastrophic events in dynamic contexts, unintended consequences of interventions, and managing disruption – and why threat management cannot be a simple cookbook. We show an example of awareness leading to a thwarted attack, provide an overview of programmatic best practices, and conduct our first progressive exercise using the WAVR. Issues related to professional competency and normal cognitive bias are identified.
